One would wonder how someone gets to that position without having the sense to think things through. Yeah, we all have bad judgement days, but really, if you are that bad, you don’t need to be in that position. Or any position which doesn’t require constant supervision and oversight.
Working in a school district, perhaps I can shed some light on your last paragraph. It's a vicious circle. The people you describe are already in the district. Somebody who's not in the collective applies and either doesn't get hired or gets hired and can't stand the policies and treatment by the collective, so quits. Opening an opportunity for the hiring of another member of the collective. This has been going on for about 40 years. I don't think there's a correct from within method any longer, which I think is why vouchers, home schooling, charter schools, online schools and any other way of educating our children other than public schools is needed.
