Does the TSA have police powers? Can they arrest, or even legally detain you? Or do they have to refer cases to the local police?

So far as I am aware, no.
But I say that with no specific knowledge of the actual laws/legislation/rules/memos at play.
I do know that in every video wherein people ask, "Am I free to go?", the TSA agents very carefully decline from giving a yes/no answer.
